Bernalillo County improvement plan and bond package open for comment

BERNALILLO COUNTY, N.M. (KRQE) – The county’s proposed capital improvement plan for 2024 to 2030 is open for public comment. The list of 2024 general obligation bonds is also up for comment.

The capital improvement plan sets the county’s priorities for infrastructure improvements like parks, roads, and public buildings. The plan is adjusted every six years.

Right now, the county has a list of 114 active projects. These are expected to cost a total of nearly $800 million, and 64% of that is currently unfunded, the county says. The projects are generally funded by local, state, and federal pools of money.

One method of funding capital projects is by issuing general obligation bonds. In 2024, the county is proposing a $40.5 million bond package that, if approved, would have to be sold within four years of voter approval.

Proposed bonds include:

  • $1.5 million for new library book and material acquisition
  • $11.5 million for public safety, equipment and building upgrades
  • $11 million for parks and recreation
  • $11 million for roads, traffic, and transportation upgrades
  • $4.4 million for storm drainage and utilities
  • $1.5 million for housing

Both the capital improvement plan and the bond package are up for public comment. You can find the proposals at this link. Comments can be sent to Kathy Korte, chief of government affairs ( or Lorri Romero, CIP Strategic Program manager ( The Bernalillo County Board of Commissioners will consider the proposals in a meeting on June 25.
